Under the formation of new districts in Telangana State during the year 2016 October 11th newly established the Survey and Land Records Department in Nirmal District. (Erstwhile Adilabad District)

 

DEPARTMENTAL ACTIVITIES OF THE SURVEY DEPARTMENT

                         The Survey Settlement Land Records Department has been created to assist the Revenue Department to solve land disputes and creating a new subdivision whenever necessary i.e., for the assignment of Govt., lands and for land acquisition purpose.

                        The Nirmal district consists of (19) Mandals in district bifurcation.   In each Mandal, a surveyor works under the control of the Tahsildar and solve the land dispute through the demarcation of Survey Number boundaries and also attends the Sub Divisions of assignment lands and other works and assists the Tahsildars during the field inspection.

                        There are (2) Revenue Divisions in the Nirmal district.  The Deputy Inspector of Survey will work under the control of the Revenue Divisional Officers concerned and inspect the survey work attended by the Surveyors at Mandal level and also take appeal demarcation petitions from the public.

                        At the district level, the District Survey officer/Assistant Director, of Survey and Land Records, and will inspect the work attended by surveyors at Mandal Level and inspect the sub-division work of land acquired, and also take the appeal demarcation petitions for the public.

                        The Assistant Director, Survey and Land Records will work under the control of the District Collector and provide technical guidelines to the Revenue Officers whenever required and whenever necessary.

                        At the headquarters, the race work will be done.  That is the sub-division record prepared by the filed staff will be scrutinized and certified, attested copies of S.D.Records, Area Statement and Supplementary Sethwar will be sent to the Tahsildars concerned for implementation in the revenue records.  It also provides certified copies of survey records i.e., tippon (field measurement book ), Sethwar and Tonch map will be issued to the applicants by collecting user charges through challans.

                        The scanned C. Ds of Tippons and village maps of all (19) Mandals in the district have been sent to all the Tahsil Offices and also to the Mee Seva centers. The Online Sethwar data entries have been done. 

                        The Subdivision record in respect of Land Acquisition cases have been received.  i.e. The Races work is in under progress at various lands, issue of 9(2) notices and Received Award proceeding the Land Acquisition Officers.

   I. ACTIVITIES (SURVEY DEPARTMENT )

Agriculture is a very important Land and its ownership is a matter of all land owners large or small.  With the growth of population, the pressure is increasing and encroachments are over the lands belonging to Government reserved for public purposes as well as on private patta lands.  Hence, it is needed to know the accuracy of the boundaries of lands and the extent of their properties.  The Survey and Land Records Department has bestowed attention for the protection of the Govt., land and also settle the disputes raised between the pattedars. The following items of work are attended by the Survey and Land Records Department and serve the public.

  1. F – Line petitions filed by the private pattedars (Demarcation)
  2. Land Acquisition work
  3. Sub – Division work of Assignment of Govt., lands
  4. Forest and Revenue Land dispute cases
  5. Grievance petitions
  6. Other land dispute cases
  7. Compensatory Afforestation identification
  8. Besides this the Grievance petitions and other land dispute cases have also been attended and settled

  II. ISSUES  ( SURVEY DEPARTMENT

  1. The Survey records are backbone and foundation of the Revenue Department. The survey records were prepared long back and the entire record is in brittle condition due to which the disputes raised between the pattedars are not settled properly by the survey staff and the re-survey of the villages is required.
  2. In sufficient of the staff the project Land Acquisition work and as well as regular work is not taken up in time.
  3. Due to shortage of survey staff the Mandal Surveyors are posting two to three Mandals each Surveyor and they are facing several problems such as in settling the disputes raised among the landholders.
  4. Most of the villages Sy.Nos survey stones disappeared in fields due to want of removing and not maintaining of missing stones since long back. The revision survey not held since stipulated period of revision survey.
